    What the U.S. Reissued “Exercise Enhanced Caution” Means to Travelers The UK Travel Advisory

    The United States issued a Level 2 travel advisory for anyone traveling to Britain due to possible terrorism. Continue reading to find out how you can protect yourself.

    Travelers from the United States who are going to the United Kingdom may be surprised at what they find in the Department of State travel advisory.

    The destination is labeled as Level 2 which means that “increased caution” should be exercised by travelers. The Level 2 was issued again on May 8, after a review.

    The State Department’s ratings begin at Level 1, where travelers are advised to “exercise usual precautions” and progress up to Level 4, “do NOT travel”.

    What are the U.S. Department of State’s advisories?
    Level 1 (Use normal precautions)
    Level 2: Exercise increased caution
    Level 3: Reconsider Travel
    Level 4 (Do not travel)

    The UK has a level 2 classification due to the possible threat of terrorism.

    The advisory says that “terrorist groups are continuing to plot possible attacks in the United Kingdom.” There is a risk of isolated violence in Northern Ireland by dissident groups, focusing primarily on military and police targets.

    According to the 2023 Counterterrorism Report, which focuses on the UK in particular, there have been two terror attacks within the UK. One of them occurred in Northern Ireland. “On March 28 the Northern Ireland threat level—set separately from England, Scotland, and Wales—was raised from ‘substantial’ to ‘severe,’ indicating a terrorist attack was classified as ‘highly likely’ rather than ‘likely,'” the report states. “However there were no security related deaths in Northern Ireland for 2023. It was the first year in which records have been kept since 1969.”

    The Level 2 ranking does not indicate that U.S. tourists should avoid or disregard the UK. It simply warns travelers to be extra vigilant and aware of areas that are frequented heavily by tourists. Northern Ireland travelers should be aware of specific situations in this part of the UK. 

    The U.S. Travel advisory recommends that travelers enroll in STEPPrepare for emergencies by enrolling in the Smart Traveler Enrollment program and preparing a contingency plan.
